Scofflaw — SKUFF-LAW — someone who flouts the law, especially by failing to comply with a law that is difficult to enforce effectively

Example: "The Washington Post commented on the need for the FCC: 'It should retain the power to fine deliberate and consistent scofflaws, but it should stop making a federal case if an excited celebrity says "f..." or if Janet Jackson accidentally flashes a breast.'"
