Progress in Ukraine talks reported

MINSK, Belarus (AP) – Negotiators say progress has been made at the latest round of talks on resolving the Ukraine conflict but there has been no breakthrough.

The so-called Contact Group of representatives from Russia, Ukraine and the Organization for Security and Cooperation met Tuesday in the Belarusian capital along with representatives o the pro-Russian separatist rebels in eastern Ukraine. Fighting between Ukrainian forces and rebels has killed more than 6,400 people over the past 14 months and persists despite a cease-fire called in February.

Heidi Tagliavini, the OSCE envoy at the talks, said the atmosphere was more constructive than in some previous rounds.

An array of political, security, humanitarian and economic questions face the negotiators, including the contentious issue of how much autonomy the rebel regions could achieve.
