Alternative to Mac tunnel plan

Instead of taking on such an ambitious project, why not start small, with a tunnel beneath the Portage Canal, as an alternate method of getting to the Keweenaw Peninsula via the only one-way bottleneck we have now; namely the Portage Lake Lift Bridge. For years people have been asking for a second bridge across the canal, but why complicate things? Why not go underneath the canal, it’s only about one-quarter mile across, and would be a much less expensive project. It would be of value to a large number of people on both sides of the canal.
