Michigan Senate advances education budget to negotiating table

After passing its full government spending plan for agencies and departments on Wednesday, the Michigan Senate worked Thursday to advance its 2026-27 fiscal year budget for K-12 schools, community colleges and universities.

Senate Bill 860, comprising the three main education appropriations for the next fiscal year, passed along strict party lines, 19-18. The omnibus bill, Senate Bill 878, also passed along party lines on Wednesday.

State Sen. Darrin Camilleri (D-Trenton), a former educator and current chair of the PreK-12 Appropriations Subcommittee, said in a statement that if residents, parents and lawmakers want Michigan to succeed, it must invest in the future of the state — “our kids.”

“That belief is at the core of our proposed education budget, which makes record investments in Michigan students and schools,” Camilleri said. “From increasing per-pupil funding and literacy resources to implementing a new weighted funding formula that gives school districts the stability to make strategic, long-term plans — this budget reflects our commitment to giving every child the opportunity to learn, grow, and succeed.”

Education spending for K-12 schools, community colleges and universities would come in at $25.1 billion under the Democratic-led Senate’s plan, with $1.46 billion coming from the general fund.

It includes a per-pupil increase with a new weighted funding formula that would provide more predictable school funding for years to come, giving districts the ability to make strategic, long-term plans to support student success.

The budget also includes $235 million for literacy, including resources for early literacy coaches, school libraries, LETRS training, and curriculum support.

Bonuses for educators to help recruit and retain qualified teachers and $300 million for school safety and mental health efforts were included to allow districts to hire more counselors and social workers and modernize security systems.
